Responsible for performing complex administrative work in the planning, directing, and oversight of library services and resources. Responsible for setting policy, and providing direction to managers in order to achieve departmental goals and objectives.
Works under the broad policy guidance and direction of the City Manager and the City Library Board.
Exercises administrative direction over all librarians, and other support staff, part-time, contracted or seasonal personnel either directly or through subordinate supervisors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manages and supervises library operations to achieve goals within available resources; plans and organizes workloads and staff assignments; evaluates supervisory staff; reviews progress and directs changes as needed.
Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
Provides professional advice on issues to supervisors; makes presentations to supervisors, boards, commissions, civic groups and the general public.
Communicates official plans, policies and procedures to staff, city library board and the general public.
Develops annual city operating budget for library, books by mail and bookmobile operations. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
Oversees payroll operations for library, books by mail and bookmobile staff.
Maintains harmony among workers and resolves grievances.
Performs or assists subordinates in performing duties; adjusts errors and complaints.
Oversees the selection and general library materials collection; reviews major selection tools; approves purchase orders; assigns the review of books, periodicals and collections which are outdated or not used, and coordinates removal and disposition.
Assures that facilities and equipment are maintained properly, and coordinates maintenance and repair functions.
Coordinate programs with other city departments, and outside organizations and various community-based groups.
Reviews program areas, implement changes or new programs to meet the needs of the community; develops, maintains and implement master plans.
Develop and implement policies, procedures and standards for efficient and effective operation and maintenance of operations. Assures compliance with established policies and procedures.
Promotes interest in programs through publicity, program brochures, cooperation with various community groups, and public contacts; speaks before citizens groups, students and other business and civic organizations.
Prepares a variety of reports and maintains necessary operating records.
Supervises the control of, and is responsible for, all materials and supplies used in the maintenance, construction and repair of facilities.
Prepares cost estimates to plan and provide for improvements in the library; coordinates library improvements with Facilities Manager.
Maintains liaison with other departments as well as state, local, and other public officials.
Participates in the administration of the Polk County Library Cooperative, including budgeting, planning and implementation of cooperative activities and policies. Represents the Lake Wales Public Library and City of Lake Wales in Polk County Library Cooperative meetings and activities.
Oversees the operation of the Polk County Library Cooperative’s Books by Mail and Bookmobile operations.
Performs a variety of miscellaneous duties such as answering phone, running errands, picking up supplies needed for activities, making arrangements for use of facilities, setting up tables and chairs for classes, etc.
Serves as a member of various city employee committees, as assigned.
Assists staff in the performance of their duties as required.
Other duties as required.
Valid Florida driver's license.

Education and Experience:
(A) A Master's degree in Library & Information Science from an American Library Association accredited university program, and
(B) Five years of progressively responsible experience in library operations, including two years in a supervisory capacity, or
(C) Any equivalent combination of education and experience, with additional education substituting on a year for year basis for the required experience.
Necessary Knowledge, Skills and Abilities:
(A) Knowledge of the principles and practices of modern library systems and programs; Knowledge of library collection development, classification and archival standards and selection techniques; Considerable knowledge of equipment and facilities required in a comprehensive library system; Knowledge of community library needs and resources; Working knowledge of the principles and practices of office management, work organization and supervision.
(B) Skilled in the operation of tools and equipment.
(C) Ability to plan, organize, coordinate and implement a comprehensive library; Ability to coordinate, analyze, and utilize a variety of reports and records; Ability to communicate effectively, verbally and in writing; Ability to establish and maintain effective working relationships with employees, supervisors, other agencies, and the public.

The current Library Director will retire in September. The selected candidate will work with the current Library Director to learn the duties and responsibilities until their retirement.
