Major Functions
The County of Volusia is seeking a highly motivated Librarian IV – Assistant Regional Librarian with a strong commitment to customer service for the Ormond Beach Regional Library to join our Library Services Division. In addition to providing high quality reference service, this individual will oversee daily operations of the library branch, to include, training of staff and supervision of their work, updating procedures, reporting statistics, monitoring facility maintenance needs, onsite supervision of contracted workers including security guards and cleaning vendor workers, lending and document delivery activities. Other responsibilities may include collection development, outreach, user education, creating tutorials, presenting webinars and classes.

Illustrative Duties

Directs library service and accompanying staff within the regional branch; may oversee service at small, community branches.
Is responsible for the regional branch under the direction of the the Regional Librarian.
Develops, orders, and maintains library collections within established policy guidelines for assigned specialized area or branch.
Oversees, plans, promotes, and executes programs for children, teens, and/or adults.
Plans and attends outreach or other library promotional activities for children, teens, and/or adults.
Trains, supervises, and evaluates the performance of professional and/or paraprofessional employees.
Assists with recommending employee classifications, promotions, and other personnel activities within the branch.
May actively prepare, monitor, update, and approve employee schedules and work time in the County’s electronic payroll system.
Responsible for the appearance, security, and reporting maintenance issues of a branch.
Makes recommendations on policy and procedural changes.
Compiles formal and informal reports regarding progress toward library’s general/specific objectives.
Receives reports from and coordinates activities of service or unit heads including scheduling and work assignments.
Markets the collection and the other library supported activities.
Participates in professional and community associations and organizations.
Uses the integrated library system, online databases, the Internet, electronic catalog, and may assist with maintenance of library equipment, software, or hardware.
May be responsible for daily and/or weekly money deposits.
Attends workshops, webinars, seminars, and conferences as required.
Participates in professional organizations.
May be assigned to other county locations based upon operational needs.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County and Local ordinances.
Responds to emergency situations.
Performs work of all lower level library classifications and related work as required.
Attends professional meetings pertaining to a specialized area of library service.

Minimum Requirements
Master’s Degree in Library Science from an ALA accredited program and three (3) years of professional library experience after the degree, including responsible supervisory or administrative work preferably as head of a library work unit or as assistant head of a branch.

Must possess and maintain a valid Florida driver’s license at the time of hire.

Knowledge, Skills & Abilities
Knowledge of complex library functions and operations in multiple areas of specialized service.
Knowledge of the methods of analyzing library needs and reader interests, and other aspects of the information sciences.
Knowledge of library management and supervisory principles.
Advanced knowledge of library material selection standards and policies of the library system.

Skill in operating integrated library systems and other relevant computer operations.
Ability to plan, promote, and execute age appropriate library programs and outreach activities.

Ability to make independent decisions and use judgment on routine and non-routine matters.
Ability to employ appropriate policies and procedures and to explain them to others.
Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.

Physical Demands: Medium, repetitive work. Ability to see, hear and listen, talk; detailed finger dexterity (including grasping and small tool manipulation), may require visually acuity for fine print. Ability to lift and push 25+ pounds, carry, bend, reach, kneel, crouch, stretch, twist, and climb. Ability to stand for long periods of time.

Mental Demands: Ability to read and comprehend professional and technical manuals, procedures, and journals; memos, policies, safety instructions, etc. Ability to speak clearly and concisely. Ability to relate information, data, and detail verbally and in writing. Ability to perform basic mathematical and monetary functions.
