This is responsible supervisory and administrative work in the construction and supervisory phases of Library District Capital Projects, maintenance and repair of District buildings, facilities and grounds in the Administrative Services Division, Facilities Services Department.
An employee assigned to this classification is responsible for assisting the Facilities/Safety Services Administrator in administrative operations, inspecting and rating work of subcontractors, and supervising work of Building Mechanics.
Work is performed under the direction of the Facilities/Safety Services Administrator and is reviewed through reports, conferences, and observation of results obtained.
Examples of DutiesESSENTIAL JOB FUNCTIONS
Supervises Building Mechanics and coordinates activities including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conduction departmental training and orientation.
Assists Facilities/Safety Services Administrator with formulation of policies, procedures, budgeting and planning.
Performs skilled journeyman level work in one or more areas including HVAC, electrical, painting, plumbing and carpentry.
Communicates Library District’s needs to subcontractors and repair personnel.
Estimate and procure maintenance supplies on phone and by requisition.
Directs subcontractor work and evaluates job performance.
Assists in planning and preparing specifications for new installation, construction and modification projects.
Assists the Facilities/Safety Services Administrator in inspecting new construction and renovation projects; inspects subcontractors’ work.
Receives and inventories stored or surplus items, maintenance related materials and supplies.
Prepare and enact preventative maintenance programs and repairs.
Checks equipment under service contract.
Contacts carrier for service and repair, as required.
Evaluates Library facilities to ensure proper safety standards are met.
Operating knowledge of energy management systems and security systems.
Maintains knowledge of current energy and water conservation devices.
Estimates time and material for projects and reports costs involved; verifies subordinate estimates.
Reviews change orders.
Reviews project close out to ensure receipt of warranties, operation and maintenance manuals, and as-built drawings.
Performs related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of the methods, materials, tools and practices in two or more of the following areas: air conditioning/heating systems (including controls); electrical and electronic systems; carpentry; plumbing; painting; and general building and grounds maintenance.
Considerable knowledge of occupational hazards and safety precautions related to electrical and HVAC systems, carpentry, plumbing and general maintenance.
Skill in technical report writing, compilation and preparation.
Skill in usage of computer programs for data input pertaining to maintenance activities, logs, reports and inventory.
Skill in the use of tools, materials and equipment in general maintenance.
Ability to effectively supervise and coordinate the activities of subordinate employees.
Ability to inspect and evaluate subcontractor job performance.
Ability to conduct building safety and energy inspections.
Ability to understand and effectively follow oral and written instructions.
Ability to communicate effectively both orally and in writing.
Ability to read, interpret and apply plans, specifications and contracts.
Ability to establish and maintain effective relationships with coworkers, contractors, subcontractors, vendors and the public.
Ability to prioritize and complete internal work orders and coordinate and direct the work of others.
Ability to estimate time and materials necessary to complete projects and prepare records of the same.
Understand how and why Library policies and procedures were developed.
Ensure patron compliance of all policies and procedures through effective communication and enforcement.

While performing the duties of this job, the employee is regularly exposed to work near moving mechanical parts. The employee is frequently exposed to fumes or airborne particles; outdoor weather conditions, and risk of electrical shock. The employee is occasionally exposed to wet, humid conditions (non-weather); work in high, precarious places; toxic or caustic chemicals; risk of radiation, and vibration.
The noise level in the work environment is usually moderate to loud.
Minimum QualificationsAssociates degree and two years experience at the journeyman level in HVAC, electrical, plumbing, carpentry or building maintenance; or any equivalent combination of related training and experience. Must possess a valid State of Florida Driver's license and be insurable by the District's insurance carrier. Must provide own means of transportation. Successful completion of a criminal history background investigation is required prior to employment. Evening and weekend work hours may be required.
