The City of Eustis is seeking an experienced library professional who has mid to executive level experience. Progressively responsible public library experience required. Position is not expected to be filled until mid-October 2017.
The Library Director reports to the City Manager and plans, oversees, and directs the operations and services of the Eustis Memorial Library including budget and related grants and programs. Employee is responsible for establishing library goals and coordinating and integrating all activities toward achievement of established goals. As a Department Director for the Eustis Memorial Library, employee is responsible for the overall management and administration of the Library. Work is performed in accordance with broad directives and employee is expected to exercise considerable initiative and independent judgment in carrying out responsibilities. The employee has hiring and firing authority, subject to approval of the City Manager.
ESSENTIAL JOB FUNCTIONS –
· Assumes management responsibility for the Eustis Memorial Library and administers the Library program through planning of Library operations in accordance with City policy;
· Implements library programs and activities both for the City and State/Federal grants and performs technical analysis of operating programs to ensure efficiency and cost-effectiveness, as well as initiate new revenue generating programs, when applicable;
· Directs and participates in the development, implementation and maintenance of goals and objectives, priorities, policies, procedures and work plans; reviews and evaluates work methods and procedures for improving organizational performance, enhancing services and meeting goals; identifies and resolves problems and/or issues; ensures that goals are achieved;
· Participates in the selection and recommendation of personnel; provides for in-service training and coordinates with educational agencies for formal training programs; identifies and resolves staff deficiencies; evaluates the work of subordinate personnel; enforces departmental rules and regulations and fulfills disciplinary procedures, as needed;
· Directs and participates in the preparation, management and coordination of the departmental budget; prepares forecasts of necessary funds for staffing, materials and supplies; presents and justifies programs, operations and activities; monitors and approves expenditures;
· Serves as a technical resource on library issues and advises management on organizational policies and Federal and State laws and statutes;
· Performs public relations functions between the City and the general public; serves as liaison to civic interest groups; answers questions and complaints; initiates and maintains positive public and media relations; performs surveys to determine citizen satisfaction, as well as to ascertain potential new program offerings;
· Maintains a close working relationship with representatives of county, state, and federal agencies and with adjacent cities in order to coordinate and reduce duplication of program efforts and to promote and lobby for the City’s interests; coordinates with citizen groups and not-for-profit organizations;
· Collects, organizes, and analyzes data for departmental reports and service improvements; composes and prepares reports as required;
· Reviews user activity to evaluate currency in function and effectiveness of system interfaces;
· Evaluates and recommends the purchase of major new equipment and supplies and/or building construction or repair;
· Attends workshops & professional seminars, as required;
· In accordance with the City’s Emergency Management Plan, plans and directs activities in preparation for a major emergency, such as a hurricane or other storm or disaster; and plans and manages aftermath activities of such disaster;
· Performs other related duties, as required.
Physical Demands - This is primarily sedentary work with periods of light physical effort. Requires sitting for long periods of time; bending and reaching; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing and speech.
Compensation – Salary Range is $72,326 - $108,540, depending on qualifications.

REQUIREMENTS: Knowledge, Abilities and Skills - Thorough knowledge of the principles, practices and techniques of public administration and public library programs; knowledge of sound methods of library administration and management; knowledge of current and emerging information technologies; knowledge of research and evaluation techniques; knowledge of business English, spelling and mathematics; knowledge of the physical and social characteristics of the area; knowledge of needs assessment related to the community and their interests; knowledge of budgetary development, administration, and control; knowledge of grant programs administration.
Ability to plan, implement and direct library and grant programs/activities, policies and procedures; ability to establish and maintain effective working relationships with department heads, City employees, outside agencies, community groups and the general public; ability to interpret and explain library policies and objectives to groups, the public and officials, as authorized; ability to communicate the vision of the public library to staff, public officials, as authorized, and members of the public; ability to research, assemble and analyze data and compose effective and accurate reports; ability to present ideas clearly and concisely, both orally and in writing; ability to supervise subordinates and recommend hiring, disciplining and firing employees; ability to anticipate trends in information retrieval systems and respond pro-actively and economically; ability to draft public relation materials; ability to work on-call, as required, including nights, weekends and holidays

Minimum Qualifications - Master's Degree in Library/Information Science from an ALA accredited school; at least five (5) years of progressively responsible public library experience required, to include at least three (3) years in a supervisory or management capacity.
